The Ministry of Local Government, Good Governance, Community Development and Social Affairs is the organisation responsible for the administration of Social Security and Social Assistance in Rwanda. Under its coordination there is the assistance of vulnerable groups (poor, disabled, elderly, and refugees).

There is a pension scheme for salaried workers including permanent, occasional, and temporary workers; civil servants; political appointees; and government officials, and a possibility of voluntary coverage for persons who were previously insured and for the self-employed.

The country has fragmented strategies. One of the most important is the Genocide Survivors Fund (FARG), which the government devoted to addressing needs of survivors of the 1994 genocide. Food Aid predominates in the country.

The Vision 2020 Umurenge Programme (VUP) is an initiative of the Government of Rwanda and works as part of the National Economic Development and Poverty Reduction Strategy (2008-2012). It is led by the Ministry of Local Government, Good Governance, Community Development and Social Affairs (MINALOC) and supported by the Ministry of Finance and Economic Planning (MINECOFIN) .
